In partnership with the City of Port Phillip, Plan1 Project Management & Consultancy in conjunction with Ginnane & Associates, are activating vacant shopfronts in the Acland Street, St Kilda precinct. Our goals is to increase the vibrancy and foot traffic to this iconic street and community, to ensure the precinct remains a high performing business destination. We'll do this by attracting and fostering new tenancies that become long-term leasing opportunities.
The Acland Street Vacant Shop Activation Program is based on Plan1 Project Management & Consultancy and Ginnane & Associates’ successful methodology to activate vacant spaces with support from landlords, agents and governing bodies across Australia. The goal of successful applicants is to complement the existing tenancy mix and not compete with established businesses on Acland Street.
This program is designed to help introduce some new businesses and help revitalise Acland Street for the future. We aim to do this by providing entry-level leasing options for occupiers to test their concept and businesses in a commercial setting to the local audience.
Plan1 Project Management & Consultancy in conjunction with Ginnane & Associates will facilitate property inspections and act as a broker to execute license agreements with landlords and their stakeholders, provide advice to successful participants to facilitate the transition of viable projects to ongoing commercial leases, assist with visual merchandise and provide business guidance to successful applicants.

Plan1 Project Management & Consultancy and Ginanne & Associates have an evaluation team who look at all Expressions of Interest and match applicants to suitable properties. We’re looking for applicants who have a genuine interest and knowledge of the St Kilda precinct and will compliment, not compete with, other businesses on Acland Street. There is no set required background of businesses, only those that are ready to take the leap and operate out of a commercial space. Applicants will be required to open the spaces on minimum number of days and time and interact with the street to promote foot traffic and vibrancy to the precinct. All applicants must Public Liability insurance ($20 million) and plate glass insurance.
It will vary from property to property; however, the minimum commitment is 4 weeks, up until a maximum term of 12 months. We do note that there is a preference for businesses looking to transition to ongoing commercial leases.
It is difficult to arrange the inspection of properties without prior to consent from landlords or their representatives, so viewing of the spaces will only be available upon a successful application. Once your application has been assessed, we will be in contact with you to arrange a viewing of available spaces.
No, but we’ll take your input into account to find a space that best fits your needs, as well as the preferences of the landlord.
There are costs involved with participating in the program. These will be dependent on the space and the length of term. At a minimum, applicants will be responsible for utilities, wifi and insurance.
Whenever we have commitments from landlords to participate, we will offer spaces to the most suitable applicants. We’ve got spaces ready to go, just let us know your preferred start date and we try to make it happen for you.
Yes, there are provisions in our agreements to successful applicants first opportunity to sign a long-term lease with the landlord. We will provide advice to facilitate the transition of viable activations to an ongoing commercial lease.
We are able to provide a maximum of $3,000 as a contribution to your temporary fit-out. Along with the contribution to the fit-out we will cover the cost of the access to the property for the supported duration of the activation and legal costs to prepare the licence agreements.
We will be providing a range of support to participants in the program. This will include best in practice visual merchandise, marketing, and other business services support.
